FIRST SECTION
Aim, Scope, Foundation and Definitions
Aim
ARTICLE 1 – (1) The aim of this guide; to regulate the procedures and principles dealing with the aims, activity fields, managing bodies, managing bodies’ duties of Trakya University Entrepreneurship Application and Reserach Centre founded depending upon Trakya University.
Scope
ARTICLE 2 – (1) This guide involves the provions related to aims, activity fields, managing bodies, managing bodies’ duties and manner of work of Trakya University Entrepreneurship Application and Reserach Centre founded depending upon Trakya University.
Foundation
ARTICLE 3 – (1) This guide was prepared according to the article 7 (subsection 1 > subhead 2) and the article 14 of the act of Higher Education dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4 – (1) The ones being in this guide state;
a)     Advisory Committee: The Advisory Comittee of The Centre
b)     The Centre: Trakya University Entrepreneurship Application and Reserach Centre
c)     Administrator of The Centre: Administartor
d)     Rectorate: The Rectorate of Trakya University
e)     University: Trakya University
f)      Board of Management: Board of Management of The Centre
SECOND SECTION
The Aim and Activity Fields of The Centre
            The Aim of The Centre
            ARTICLE 5 – (1) The aim of The Centre; to make application and research studies on entrepreneurship and publish articles related to entrepreneurship, to examine the culture of entrepreneurship in Turkey, to analyse the essential circumstances and the problems related to these circumstances, to develop solution recommendations, to build an archive, a library and case datas for the development of entrepreneurship and to help to organize conferences, seminars and courses on entrepreneurship.
            Activity Fields of The Centre
            ARTICLE 6 – (1) Activity Fields of The Centre are:
a)   To make researches on entrepreneurship, to provide assistance to the academic dimension of the lessons at the level of Ms and PhD.
b)   To make a cooperation with the universities and the other instituations working on entrepreneurship at home and abroad.
c)   To provide teaching and encouraging of the start of entrepreneurship, its management and making it large, to compile the proposals providing entrepreneurship by making cooperation with local and regional instituations.
d)   To help the entrepreneurs for being successfull with the help of education and consultancy and by increasing their knowledge and ability, to make the necessary researches for preventing the obstacles in the development of entrepreneurship, to develop proposals and to find solutions related to entrepreneurship problems and to define entrepreneurship as a career.
e)   To relay information and provide an experience on entrepreneurship by calling the students who want to make his own business to the Centre.
f)    To form and improve a cooperation between business environment and capital owners, to analyse the successfull examples of entrepreneurships and spread them.
g)   To make liberal economic paradigm researches oriented at entrepreneurships and entrepreneurs that will provide progress, employment, gross national product, export increase and cultural and democratic development.
h)   To form a help mechanism providing the local and regional entrepreneurship of Edirne, to develop and support the present and potential special projects.
i)    To make Trakya University’s intellectual capital and ability focus on entrepreneurship.
j)    By planting entrepreneurship ability and idea among generations, to develop the entrepreneurships in advanced technology and to study on the relavant academic subjects.
k)   To educate entrepreneurs well-equipped, to raise students to the new business environments, to be helpful and pathfinder toresearch and discover.
l)    To increase employment by providing constructing new and successfull small business.
m)  To make research on female entrepreneurs.
n)   To study on how small businesses develop entrepreneurship culture and present job.
  • o)   To publish the reseraches on entrepreneurship and write articles for transferring new developments in entrepreneurship to entrepreneurs.
THIRD SECTION
The Managing Bodies and Its Duties of The Centre, The Staff Need of The Centre
The Managing Bodies of The Centre
ARTICLE 7 – (1) The Managing Bodies of The Centre are:
a)   Board of Management,
b)   Administrator of The Centre,
c)   Board of Advisory.
Board of Management and Its Duties
ARTICLE 8 – (1) Board of Management is consisted of Administrator of The Centre and six academic staff of The University that are charged by the proposal of Administrator of The Centre and Approval of The Rectorate for three years. The due member of The Centre can be charged again.
        (2) The duty of Board of Management is to resolve the proposals and ideas by Administrator of The Centre and to help Administrator of The Centre.
Administrator of The Centre, Deputy Managers and Their Duties
ARTICLE 9 – (1) Administrator of The Centre is charged by The Rectorate among academic staff for three years. The due administrator of The Centre can be charged again.
        (2) Two deputy managers are charged with the proposal of Administrator of The Centre among members of Management Board or academic staff of The University. Deputy Managers do the Works given by Administrator of The Centre. One of the deputy managers represents Administrator of The Centre during his absence. If the representation lasts more than six months, a new administrator is charged.
        (3) The duty of Administrator of The Centre is to symbolises the centre, to preside to the board of management and to provide going on the centre’s works in accordance with the aims of the centre.
            Board of Advisory and Its Duties
            ARTICLE 10 – (1) Board of Advisory is consisted of 5 members charged among academic staff in the university and 15 members charged among business environment. The members of The Advisory Board are choosen for three years from the names that The Administrator propose by Board of Management. Board of Advisory get together annually at least. At the meetings, majority can’t be claimed.
                    (2) Change of the number of The Advisory Board’s members is resolved with the proposal of the administrator by Board of Management. Three members in Advisory Board are charged in Management Board with the proposal of the administrator.
                    (3) Duty of Advisory Board is to contribute to the centre’s Works with its proposals.
            Need of Staff
            ARTICLE 11 – (1) The academic, technical and managerial staff need of the centre is supplied from the staff charged by the rectorate according to the act’s (numbered 2547) 13th subsection.
FOURTH SECTION
Various and The Last Provisions
            Cases not found in provisions
            ARTICLE 12 – (1) In this guide, the other legislation provisions are used at the cases not found in provisions.
            Spending Authority
            ARTICLE 13 – (1) The Spending Authority of The Centre is The Rectorate.
            Validness
            ARTICLE 14 – (1) This guide/regulation enters into force at the date of promulgation.
            Executive
           ARTICLE 15 – (1) The Rectorate of Trakya University carries out this guide’s/regulation’s provisions.
